Quick answer

One US cup of all-purpose flour weighs about 125 g when spooned and leveled (USDA). To convert grams of flour to cups, divide by 125, so 250 g ÷ 125 = 2 cups. Scooping straight from the bag packs in 20–30 g more per cup, so spoon and level whenever a recipe is written in cups.

Spoon and level, or scoop?

How you fill the cup changes the weight more than anything else. Flour settles and packs in the bag, and pushing a cup into it compresses it further.

  1. Stir the flour in the bag or canister to loosen it.
  2. Spoon flour into the measuring cup until it’s heaped above the rim. Don’t shake or tap the cup.
  3. Sweep a straight knife across the top to level it.

Filled this way, a cup of all-purpose flour weighs about 125 g. Dip the cup into the bag and sweep it level instead, and the same cup typically weighs 20–30 g more. In a recipe that uses 3 cups, that’s up to 90 g of extra flour, enough to make cookies dry and cakes dense.

Sifted flour is lighter again. “1 cup sifted flour” means sift first, then spoon into the cup, and weighs less than 125 g. “1 cup flour, sifted” means measure first, then sift, so use the normal 125 g.

2 cups 250 g
2 ½ cups 313 g

How many cups are in a bag of flour?

A 5 lb bag (2,268 g) holds about 18 cups of spooned all-purpose flour. A 2 lb bag holds about 7 ¼ cups, a 10 lb bag about 36 cups, and a 1 kg bag exactly 8 cups. The full table is in how many cups in a bag of flour.

When to weigh instead

Weighing removes the spoon-or-scoop question entirely, and it’s what most bakeries and European recipes do. If you bake bread, macarons or anything where a few grams matter, a basic digital kitchen scale is the most accurate option. For everyday cookies and cakes, spooning and leveling with the numbers above gets you close.
